A SERS Neighbour Collected Bishan Ridges Keys in April 2026 — Here’s How That Happened
Mrs. Meow dropped a piece of news on me mid-meal last week — One of our SERS neighbours had collected their keys. Not to Pine Ville @ AMK. To Bishan Ridges, a BTO project along Bishan Street 13 and 14, in April 2026.
First, What Is Bishan Ridges?
Bishan Ridges is a BTO project launched in the November 2020 sales exercise, comprising 1,502 units of 2-room Flexi, 3-room, and 4-room flats across six residential blocks ranging from 22 to 39 storeys. It sits along Bishan Street 13 and 14, bounded by the Kallang River and within walking distance of Bishan MRT — an interchange serving both the North-South and Circle Lines.

It was only the third BTO launch in Bishan’s history, which explains the oversubscription. At launch pricing (before grants), 4-room flats started from $528,000 — a number that has since aged rather well given what Bishan resale prices have done in the intervening years.
Notably, it is not a Prime or Plus-classified project. That means a standard 5-year MOP applies — the same as Pine Ville. The key difference is timing: Bishan Ridges residents collecting keys now are entering the MOP clock years ahead of us.
How Can a SERS Resident End Up at Bishan Ridges Instead of Pine Ville @ AMK?
This is the part many residents do not fully explore when they receive their SERS letter. The designated replacement site — Pine Ville @ AMK for our exercise — is the default option, but it is not the only one.
According to HDB’s 2022 announcement on additional SERS rehousing options, eligible residents may apply for a flat elsewhere under the BTO or Sale of Balance Flats (SBF) exercise, carrying their SERS rehousing benefits with them. This is a distinct pathway from the designated replacement site — and it comes with its own trade-offs.
HDB SERS Rehousing Options (For SERS Sites Announced On or After 7 April 2022)
- Option 1: Purchase a new 99-year lease replacement flat at the designated replacement site (Pine Ville @ AMK)
- Option 2: Purchase a new 3-room or larger replacement flat on a 50-year lease at the designated replacement site, if aged 45 and above
- Option 3: Apply for a flat elsewhere via BTO or SBF exercise, with SERS rehousing benefits carried over
- Option 4: Return the SERS flat and receive ex-gratia payment (forfeiting SERS rehousing benefits)

Under Option 3, HDB sets aside up to 10% of flats in BTO or SBF exercises for priority allocation under the Resettlement, Relocation, SERS, and Tenants’ Priority Scheme. This applies to eligible households — and critically, the selling prices are the same as those offered to public applicants. The SERS rehousing benefits — including any applicable grants and levy concessions — still apply.
There is a catch worth noting: if a resident is shortlisted to book a flat under a BTO or SBF exercise but decides not to proceed, HDB places them at the back of the selection queue for the designated replacement site. It is not a costless exploration. The decision to go elsewhere, if reversed, carries consequences.
Why Would Someone Choose Bishan Over Pine Ville?
I wrote about this question in some detail back when I did the comparative analysis of Pine Ville @ AMK and Bishan Ridges — prompted, funnily enough, by an earlier rumour that a neighbour had received their key collection letter. At the time, I was framing it as a theoretical comparison. Now it appears someone actually made that call.
The reasons are not hard to reconstruct from the facts. Bishan Ridges offers several advantages that a certain profile of SERS resident would find compelling:

For a family with school-going children, the Kuo Chuan proximity alone is a strong pull. For someone who values immediate dual-line MRT access over waiting for the Cross Island Line to materialise in the 2030s, Bishan wins that argument today. And for any household managing a long interim rental period, getting keys roughly 12 to 14 months earlier than Pine Ville’s projected Q2 2027 TOP is not a trivial consideration.
The Timeline Advantage — And What It Costs
There is a real timing advantage here that is worth understanding clearly. A neighbour collecting Bishan Ridges keys in April 2026 starts their 5-year MOP clock in mid-2026. That puts their earliest resale eligibility around mid-2031. Pine Ville residents collecting keys in Q2 2027, under the same 5-year MOP, would be looking at resale eligibility around 2032 at the earliest — and as I noted in an earlier post, the lease commencement mechanics for Pine Ville mean the lease clock only starts running from 2029, not 2027. That creates the well-documented 96-year post-MOP lease figure that distinguishes Pine Ville from a standard BTO.
Bishan Ridges, being a standard BTO, does not carry that lease gap benefit. The lease started running from the time of TOP — which means by the time MOP is cleared, residents will have approximately 94 years remaining, not 96. It is not a dramatic difference, but it is a difference.

Important note on the 96-year figure: The claim that Pine Ville SERS residents enjoy two additional lease-free years (resulting in ~96 years remaining after MOP) is based on feedback from Pine Ville SBF residents who attended their 2nd appointment and sighted their flat lease commencement details. This has not yet been independently verified by SERS residents, as key collection for the SERS cohort is only expected in Q2 2027. I will update this figure once I collect my own keys and can confirm from official HDB documentation. Treat it as a working figure, not a settled fact.
The neighbour who chose Bishan essentially traded two years of additional lease (and a slightly superior MOP-exit lease position) for immediate access to Bishan’s connectivity and the earlier key collection date. Whether that trade-off makes sense depends entirely on the household’s circumstances — family structure, school ties, employment location, and how long they plan to hold the flat.
What the SERS Benefits Look Like When Used Elsewhere
The SERS grant and rehousing concessions do not disappear when a resident opts for a BTO or SBF exercise elsewhere. According to HDB’s My Flat Dashboard, eligible households retain their benefits — the specific quantum depends on household status, flat type, and other eligibility criteria. The flat prices in the BTO or SBF exercise are the same as those offered to public applicants; the SERS benefits effectively reduce the net cost of that purchase, just as they would at Pine Ville.
What residents do give up is priority queue position. At Pine Ville, SERS residents selected their units ahead of public BTO applicants — the selection order was determined by queue balloting among the SERS cohort. In a BTO or SBF exercise, residents fall under the priority scheme allocation (up to 10% of supply), with queue order decided by ballot alongside other priority scheme applicants. It is not the same level of protection as the dedicated SERS replacement site selection.
A Quiet But Significant Choice
Most of the 606 households affected by the Blocks 562–565 SERS exercise opted for Pine Ville. That is what the exercise was designed for, and the majority took the path of least resistance — a designated replacement site with full SERS protections, a superior post-MOP lease position, and the familiarity of staying in AMK.
But some did not. The HDB framework explicitly allows for it, and for households with specific needs — a school, a job cluster, a preference for established transport nodes over future infrastructure promises — the BTO-elsewhere option was a legitimate exercise of flexibility, not an aberration.
Mrs. Meow’s source could not confirm which flat type or floor our neighbour ended up with. What I can say is that they are now in Bishan, with keys in hand, starting the MOP clock roughly a year ahead of where most of us will be. Whether they got the better end of this particular trade is a question only time — and eventually the resale market — will answer.
In the meantime, this is one more data point in the documentation of Singapore’s last SERS exercise. Not every resident took the same path to their new home. That is worth noting for the record.
